If you use it for two wheelchairs, then Type A, B, AS in standard body or Type B in widebody to choose from. If people in wheelchairs are capable of transferring to the seat then Type F is ideal.  If more than 3 people in wheelchairs then Type D in widebody is the only one for you.

What do you need to know about ESC ( Electronic Stability Control )

Please read

https://www.transport.govt.nz/area-of-interest/safety/electronic-stability-control

General imported vehicles in New Zealand require ESC in order to be able to meet the new NZTA regulations although Pre 2018 Toyota Hiace does not have ESC

However, the requirement does not apply to some specialist vehicles

If Hiace without ESC is used for individuals with disabilities then you can apply for funding from Lottery Individuals with Disabilities

https://www.communitymatters.govt.nz/lottery-individuals-with-disabilities/

Once you are approved to get funding then you can apply here for an Exemption from Land Transport Rules.
